Exhibition games are usually quite dull. Sponsors don’t want to spend money on games that will not be watched as much as regular season games. Its only two weeks. Not an issue for me.

Adding to the above post, the cost of production for an X game is really no different than any regular season game - the difference is the CFL has either already sold all of the ad time, or knows what it will sell any remaining ad time for, so it knows the economics make sense.
For an exhibition game, will the existing sponsors pay more to have these televised? If not, all TSN is doing is eating into its profit for the rest of the season.
Most advertisers are probably paying a set fee for the 72-game package. If you add the preseason, they would have a 77-game TV package (or 86 games with Ottawa?) and perhaps their ad fees could be expanded to include preseason, much like they do with season ticket packages. As long as viewership met the minimum standard, it could mean an extra $1M for the CFL, especially if they do a featured "Atlantic Bowl-type" format to hype the event. Advertisers would love it also as their are few Canadian programs which can match the ratings of a CFL game.
I'm not sure why the expansion ferver rarely includes London, Ont? There are probably nearly 10 million people within an hour's drive of London, and supposedly southern Ontario is the driving force behind CFL TV ratings. This is a asset which Quebec, Moncton, Halifax or even Ottawa cannot come close to matching. While some may fear a London CFL franchise might siphon-off some Ti-Cat support, with a new or refurbished stadium in Hamilton there is little reason to believe they wouldn't still pack the place.

You're right, if the advertisers buy in. But if I'm Purolator, TDL Group, Molson, Rona, whoever...I might take the position that we're not really that interested in paying extra for the pre-season, thanks, so just leave ours as-is, or else toss 'em in for nothing.
I don't think the CFL is that awash in sponsorships that they could unilaterally up the fees to include pre-season.
