The rule has no rule. Gotta love it.
If there are no rules then teams could use the “marketing” to pay any player over the cap not just QBs. Or they could spread it out to four or five players to stop them going to FA.

This is correct.
I think the only rule is ownership must spend a minimum of 200k marketing money given to players.
