Does the league publish team salaries lists? Secondly,I believe the rule is that the team that exceeds the CAP loses it's first round draft pick. So the question is if Hamilton had exceeded it's salary CAP and it had two or more first round draft picks would it lose them all of just one? I know that there is also a financial penalty but is the loss of a first round draft pick in a thin talent year that much of a deterant? If there was a Canadian all star free agent up for grabs and bidding for him put you over the CAP would you try and get him or pass and keep your first round draft pick? If you were smart you could also trade away your first round pick before the league took it away from you and then bid for the all star free agent!

Answer to the first question is no. Unlike the NFL, the CFL does not circulate player salary information as a general rule. The Printers guessathon about his actual salary for 2008 only got resolved when his release was announced as an example.

Regarding the loss of first-round picks -- from cfl. ca:

"Under the provisions of the SMS, set by the league’s Board of Governors, teams are fined one dollar for every dollar they exceed the cap up to 100,000 dollars, and two dollars for every dollar they exceed the cap between 100,000 and 300,000 dollars, plus the loss of the team’s first round draft pick. Teams are fined three dollars for every dollar they exceed the SEC beyond $300,000 and they lose their first two draft selections."

A team will lose a first-round pick or two...it just depends when the league decides to enforce the penalty.

Teams have to be creative in adjusting their rosters to allocate money for free agency and recruit new talent. The SMS puts a premium on getting more with less.

I think saskatchewan exceeded the cap and lost first round draft choice for doing it and a little cash too. haha, looked good on em too, i remember hearing something about it while watching coverage on their grey cup parade in 07.
