There are a few missing from that list that are elligable for the draft. They are not going to appear at this event.

why did Edm forfeit a pick?

should be interesting to see how CFL teams do in this years draft, Hamilton should be expected to pick up some Quality players.
9 picks in a 6 round draft, 4 picks in the first 13.

Usually it is due to making a 'supplemental pick' just into the season

we picked up Jermaine Lee in a supplemental draft last year - the cost was to forfeit our 6th round pick this year
