Can someone who is knowledgeable tell us where teams are vis-a-vis the Salary Cap for 2006 and 2007.
I'm also curious about the statements purported to come from the CFL that they will 'begin' to punish offenders but not make anything public.
If teams continue to flaunt the rules and steal players away from other teams (hurting the competitive balance), can we as fans:
- Expect the league to take action.
- Let us know about it (justice must not be transparent).

07 Numbers are unknowns except to well CFL officials.(like GM's and such)
no team will be past 4.35M and most teams(4-5) should be under 4.05M
Teams can spend up to 4.35M with the only punishment being losing a part of their League money(like TV)
All 2006 numbers can be thrown out the door because they involve Bonuses to players. Many teams spent well over 500K in bonuses to some players to lower the base salary of players contracts in 2007/2008 and possibly 2009.
As for if punishment will be public, who knows ya gotta wait until november/december/January to find out what will happen there.
The interesting thing about the whole SMS issue, is that Saskatchewan has been the only team to publicly announce with concrete figures how much they were over in 2006.
All teams dumped palyers and salaries this year.
The big problem with the current SMS is the secrecy problem. They should be forced to open there books for review. As a community owned team Saskatchewan has to open its books anyways.
Both Edmonton and Winnipeg also released their player expenditures for 2006.
Both were at like 4.25M.
Although I think Winnipeg was after Bonuses and Edmonton Before.
Both gave out total bonuses in excess of 500K.

That's exactly the point that I was making. What's the point of having a salary cap if some teams such as the Argos have been cheating, flaunting it - overspending and paying bonuses and such and were not penalized.
