And as far as the fumble by Allen, it should have been challenged by Higgins, but that play should have been blown dead long before the ball came out. He was being pushed back by 5 guys, forward progress was very clearly stopped long before the ball was out.

Other than illegal block on punts I don’t think they truly know the rules. The very next penalty was “illegal contact on a receiver”, a receiver who was clearly throwing a block for his QB downfield.
