He isn't saying to rely on replay to make the call. What he is saying is that if the ref thinks the runner is down, throw your beanbag, let the play go to the conclusion, and then confer with the other officials. The ref who saw runner down says I think he was down, did anyone see it differently. If another ref clearly saw the ball come out, he will say, no it was out, it is a fumble, and the recovering team gets it at their furthest point of advance. If no other ref had a clear view of the ball coming out, then the ref who originally saw runner down makes the call, and the beanbag marks the spot of the ball. In a replay system, the refs are supposed to let close posession plays go to the end before blowing the whistle for the exact reason of what happened in the Grey Cup.
