For some reason, I thought he played for Montreal Allouettes.

He did. He started his CFL career with the Montreal Alouettes in the early 60’s and returned in 1970 because he wanted to return to Montreal. Ottawa received the rights to an excellent player in return, slotback, Jim Foley.
