How do these new rules get interpreted? In the game against Calgary Burris scored 2 touchdowns even though he lost possession when he hit the ground. Why is this different than losing a pass when hitting the ground?

Burris had clear possesion of the ball when running. He had clear possesion of the ball when it broke the plane of the goal line, then lost it by contact with the ground. The sask receiver never had CLEAR possesion. Never took a step with the ball, did not lose it only by contact with the ground
