Either Toronto or Saskatchewan. He began his CFL career with the Argos so I think he would be a good fit there but I would much prefer it if the Riders signed him.
How about the Winnipeg Blue Bombers. They only have Collaros and Brown signed so far as QB's.
Bombers are looking for a short yardage QB. O'Connor has the size but doesn't appear to have been successful running the ball with either BC or Toronto.
Usually, the #3 is a developmental QB will less than 3 years CFL experience. Michael O'Connor is past that point.
Well, I certainly hope he gets signed soon by someone. He has talent.

I'm guessing that. You look at all of the other backups and you wonder.
I highly doubt that has anything to do with it . If anything my guess is that with all the QB movement this off season is that O'Connor has simply gotten lost in the shuffle for now . I'm thinking that he will eventually emerge somewhere down the line either when training camps open or as an emergency injury replacement signing for someone in sudden need for an experienced QB .

O'Connor being a National (and a National QB at that) might be looking for an inflated wage because of his passport except nobody is biting, especially if teams see him as more a third-string option than backup.
D. Davis on the other hand admittedly IS terrible but that works in the Lions' favour because he's cheap - at this point in time, surely everyone including Davis himself knows by now he's a career #2/#3 who any team in the league can offer a "like it or lump it" contract for a fairly low salary, Davis has to either take it and guarantee one more year as a pro or retire because nothing bigger will be coming.
I did enjoy reading the Lions' statement welcoming him to the team though - a fine example of saying something nice without saying anything of substance.
"Proven experience" "a QB of Dom's caliber", when you know the real message is "We didn't want Vernon or Dane injured and those 1-yard sneaks don't run themselves".
Farhan Lalji said both Dominique Davis and Dane Evans are getting about $110,000 + incentives. Davis role is being the short yardage QB. There is no pretending of anything else.
Using the reasoning that "import coaches protect them own", that also would mean the Canadian Mafia must be one of the few or only CFL teams to give non-import QB's an opportunity. As far as I know, the Canadian Mafia has never even signed a National Quarterback.
It has a lot to do with it
From knowing many Canadians who tried to play in the CFL they will tell you they rarely got a fair chance, we’re held to different standards, regarded as non starters right away etc
So many quality QBs will just tell you that and will get backed up by Americans

Dominique Davis has been around the league now for several years and he has not shown much so far so I do not know what the Lions see in him. In my opinion O'Connor is more talented.
