No, it has more to do with the prices and possible weather conditions. Sitting in cold or wind for 4 hours takes some special tough.
However, once the final teams are decided, those fans will be happy to scoop up seats.

Regardless of weather or sales, Winnipeg has always done a great job hosting. I expect nothing less.
Ottawa would sell out the remaining tickets.It would be great for their fans to see Ottawa in the big game, for the first time since 1981. Argo fans won’t travel 45 minutes to Hamilton ,they are not coming to Winnipeg. Hamilton fans are probably not all that enthused about potentially witnessing a 3rd straight GC loss. No Collaros no shot against Calgary or Edmonton in the GC.
I was on Ticketmaster looking for tickets and there were only some scattered seats all around that were unsold. I agree though that the prices are getting a bit out of hand, but if you are only getting 40,000 maximum to such a game, you need to maximize the revenue. If only Canadians would fill a 75,000 seat stadium for our one big game. That will never happen in this country, sadly.
Times are changing and the CFL is no different as stadiums on average now are getting smaller in the CFL, the draw is more targeted through different forms of media not just TV and Radio anymore, now it's web casts, internet, apps, streaming and so on.
Just look at the size of new stadiums being built in Montreal at McGill they go from over 50,000 at Olympic Stadium to 20,000 capacity at McGill, in Hamilton from the old Ivor Wynne at 34,000 plus to a capacity at Tim Horton's of 25,000 and the same in Argo-Land with Rogers at 50,000 to the new BMO next season of what 30,000?
The same in Ottawa as in Winnipeg it's smaller stadiums with the ability to expand if needed for playoff or Grey Cup games but that only dependent on the draw, the number of tickets they sell beforehand.
32K is not bad considering the size of the market has shifted and potentially the other 10,000 or so will be walk up or game week sales once we know who's playing in the Grey Cup?
If it's Calgary or Edmonton you know the western fans will eat those remaining tickets up for lunch and the eastern representative of either Hamilton or Ottawa would do the same. In Toronto they wouldn't care because anything West of Bathurst Street is foreign to the Argos!!
actually, the capacity for this year’s Grey Cup has been cut down to just 36,000 (from 41,000) which makes it the smallest Grey Cup in decades.
and if priced affordably, Canadians would likely fill a 75,000 seat stadium however it is moot since we don’t have a venue of that size.
a Grey Cup like any other major championship event game should be packed to the rafters with as many fans as possible not only to provide a heightened atmosphere, enthusiasm and entertainment value at the stadium but also for the home viewer to absorb a similar vibe.
Who wouldn’t want to enjoy the live festivities of a Grey Cup?
Most would but do not have an unlimited amount of disposable income at their behest.
