Is tackling by the mouth guard face masking?

In the picture headlining Landry’s week 12 takeaways (Landry's 5 takeaways from Week 12 - CFL.ca), the picture clearly shows a Rider holding the mouthguard of a Toronto player. Is this a face masking penalty? The Toronto player is supposed to have his mouthguard in his mouth (by rule this year) so the mouthguard should not be available to grab. Is this akin to tackling by the hair not being a horse-collar tackle?

I would think its exactly this. If its in your mouth where its supposed to be - then no one could grab it could they?
The hair thing? They can fix easily. No hair below your collar outside your jersey…done.
