If there should be any rule change

It should be the fact that all the team has to do is touch the ball before it goes out bounds to gain possession of the ball on a fumble. That is one stupid rule...

That goes against the principle that a fumble is a live ball. Both sides have equal right to a fumble, including one that goes out of bounds. The defense doesn't need full possession in the same way the the offense doesn't need possession.

This is also much easier to review. "Who last touched the football?" is an easier question to answer objectively than "Did the defender have full possession?"

The rule as it is also is more likely to reward defenses for the difficult objective of forcing a fumble or the kicking team on a well-placed high short kick.
