I noticed during the Saskatewan Hamilton game that one of the home team’s defencemen was not wearing stockings. Has the rule changed?

Not hockey - football. Season opener in SSK.
He’s got ankle highs instead of thigh highs 
Section 10 rule 1 article 7:
Uniform stockings shall be worn in such manner that no part of the player’s knee or leg is exposed.
This is from the 2021 rules. Has this changed?
