Not always accurate. If a player goes down in the secondary, you might see musical chairs. When Peter’s went down in Hamilton, Amos moved to the boundary, Stubblefield moved from SLB to field CB and Panabaker came in and played SLB.

I’m pretty sure that Winnipeg has a certain time frame to declare their roster, but they don’t have to declare who starts, They only have to declare their starting 46 positions

So what you are saying is that a team can bring the entire PR to the game and make last minute changes as it sees fit? Meaning you can shuffle regular starters to the PR and reinsert them last minute into the lineup? That has an odor to it.
