Sorry, I can't see it. Austin's ego is too big to allow someone with the title of consultant to perform the GM's duties. Tilman provides Austin with his opinions I'm sure but the GM is Austin. He wanted the GM title for a reason--he wants to be the team's GM.
You are right, Grover, Kent Austin has those titles and the authority but because of time constraints he has to leave the day to day in season G.M duties to Eric Tillman. He then considers Eric's suggestions and makes the final decisions.
