Canadian QB's or lack of

I know we've discussed this quite a bit in the past on this site but I came across this article in the Globe and Mail

It basically says pretty much what's been talked about here in the past, but it makes for an interesting read.

I had a thought reading the article, perhaps the CFL could allow the development of Canadian QB's by not having them count against the roster or salary cap.
Each team would be allowed to have 1 Canadian QB that could be developed and groomed but not count against anything in salary or roster positions. Something like that would help take away a lot of the excuses the teams have now for not wanting to take the time and expense to do it.

It would be nice to see more Canadians have a chance to play QB in Canada. It would be good for the league
