Perhaps the goverment did there due diligence and felt that Winnipeg can support a stadium with out a large event.
To further my point I just read a 2006 study about Hamilton (google "hamilton low income problem" and there is a pdf on the first page of results) and it said that the downtown core has37 percent of its population considered lowincome, and in the districts surrounding it(including IWS) it is 27%. It noted that Hamilton has far more low income people the similar sized cities.
My point being, there needs to be an event to bring in the money from the government. A stadium couldn't be supported by just the city, it needs an event to bring in outside investment as well.
Synthcat does have a point depending on how you look at it.
To do a proper job of thing, FAR more then $100mil is needed. Try 2 BILLION to raze the downtown and start fresh. kick out all the slum lords, crack whores, and to be very politically incorrect, all the poor homeless people and send them somewhere else.
How else can you get the proper investment down there.
That being said, i personally know people who don't goto games because of where it is... regardless of whether there are finally backs on seats from a reno.

For some reason the federal government is handing out money for stadiums these days.
No event needed.
Winnipeg, Saskatchewan, I even heard our Prime Minister mention something the other day about helping Quebec City finance a new hockey arena.
Better get in on it, one way or another.
Just to repeat what I said earlier:
In Hamilton, and outside event is needed to attract investment to the area to help defer the costs. Perhaps Winnipeg and Quebec City are able to afford supporting a stadium without a premier event.
Ok, you're putting it a little differently, at first you said there needs to be an event to bring in the money from the government, now you say that the event is needed to encourage outside investment in an area, which btw, you may be right about that in Hamilton.
Let me ask you this, which proposed location will get the most investment from outsiders? EM, WH, MIP, or some other place?
Speaking of nostalgia and goosebumps, that brilliant and moving intro piece by Stephen Brunt at the start of the LDG on TSN on the sun setting on Ivor Wynne was almost too much for me.
So what about a city like Cleveland? I think they are going through a similar downturn, with a smilar population (450,000) and even less of a Metropolitan area (45 minute drive to the stadium) yet they can average 68,000 a game!! and ticket prices are higher. Buffalo too - smaller than Hamilton not exactly booming right now …75,000 fans a game.
No this old “people can’t afford the necessities of life thing” just doesn’t work. Football tickets at $40 a game or season tickets at $400 is only just over $10 a week!!! just budget for it put that money aside, give up smoking, cut down the beer, football is a bargain!!
by the way there is no such thing as “donations form the Government” I hate to break it to you but the government has zero dollars. It’s OUR Money, Taxpayers!!!
