Not sure how that works, would players still under contract with Montreal be allowed to leave the CFL and sign with the Bears?

Yes, Brandon Whitaker could go to the NFL,since he is a potential free agent; I don't expect him to be 100% before may or june; chances are not on his side.
No Als player will be heading to Chicago; Jeff Perrett will remain with the Als.
