Sorry to split hairs, but I think you mean commissioner. He works for the governors.
Governors are the guys who own the teams and there's lots of precedent for Americans to own CFL teams.

We had the best person for the job and the BOG let him go. You get an American in here and you can kiss everything that is CANADIAN over time away, and the first thing to go will be the Canadian/Import Rule. Look what happened with the NHL when everything was taken over.

It's bad enough that the Canadian content of this team will be brought to its bare minium. That has been apparent since players have been cut and slashed, and Marcel has even been quoted as saying the Canadian contenet at best will only be was is required.
So now you put a Commisioniare in who is American and the Gem that is the CFL will be gone. Besides, there are only two people and maybe a third, and you all know who they are on the BOG who run this league according to them. Even I would be hard pressed to see them give control to an American unless he is going to be a puppet, which obviously Mr. Wright was not.
